Officer Tan, an AsiAn-American, and his white colleagues were chasing a black suspect when they fired a shot that missed the suspect but pierced through the wall and killed an innocent black person. Subsequently, the trade union of the unit, the leaders and colleagues all responded indifferently. Public opinion in the black community was surging, and even some people smeared at Officer Tan's home. Officer Tan was eventually prosecuted, and his black girlfriend was also involved

The film is set on a morning at the 911 emergency call center. Call operator Joe Bayler (played by Gyllenhaal) tries to save a caller on the verge of death, but he soon discovers that this is not the case, and facing the truth is the only way out of the predicament.
